Regulations on Dormitory Management

The international students’ dormitories are considered as the important premises for the study and life of international students. To maintain a civilized, well-ordered, neat and elegant environment of international students’ dormitories, the following provisions are hereby provided.  

Article 1 Upon their arrival at the university, all international students must go through the dwelling registration formalities with valid credentials such as passports, residence permits, etc. Students can dwell in the designated dormitory rooms only after they have completed the dwelling formalities. They must follow the unified arrangement of the university and dwell in the designated dormitory buildings and rooms. No one is allowed to change his/her dwelling room or occupy the dwelling room without the approval of the dormitory management. In principle, student dormitory buildings do not provide additional rooms for students' spouses or relatives. In special cases, those who have spouses or relatives to live with them must obtain approval from the International Exchange & Cooperation Department and follow the unified arrangement of relevant departments. Such spouses or relatives will not be able to move in until the approval is obtained and certain expenses paid.

Article 2 Self-funded students must pay accommodation fee for the whole academic year within one week upon students’ arrival for registration at the beginning of each academic year, and 400 RMB  shall be paid as deposit. The deposit will not be refundable until the completion or graduation of study.

Article 3 Activities violating Chinese laws and university regulations are prohibited in student dormitories. Do not transfer or rent rooms without the consent of the dormitory management; do not put others up for the night without permission; religious activities are not allowed in student dormitories.

Article 4 Students must comply with dormitory fire control regulations. Strict preventative measures must be taken against fire. Unauthorized use of power distribution boxes or fire fighting facilities is strictly prohibited; no flammable or explosive articles are to be taken into the dormitories and stored. Those who ignore the fire control regulations must compensate for all the losses or damages caused. Students shall comply with dormitory management regulations on electricity usage and pay attention to electricity usage safety. In the dormitories, use of heating equipment like electric cooker, electric heater and alcohol stove is prohibited for the prevention of fire. The above heating equipment will be confiscated when found. If they do so and the act causes any accidents in the dormitory, the doers will have to bear all the legal and compensation liabilities. Electric wires, cables and satellite aerials shall not be extended and connected arbitrarily without permission.

Article 5 Protect your personal money, belongings and relevant credentials against theft. Secure doors and windows when leaving your room; do not simply borrow somebody else’s room key; do not give your room key to somebody else. In special cases, students shall contact the head teacher or the International Exchange & Cooperation Department immediately.

Article 6 Students are expected to consciously protect public sanitation and help create a clean, tidy and quiet dwelling environment. Scrawling over walls, raising a pet, speaking loudly and playing sound equipment in high volume are all forbidden in student dormitories so as not to disturb others.

Article 7 Smoking at public places with “No Smoking” signs, littering burning cigar and cigar butt and parking vehicles improperly are all forbidden.

Article 8 Students must take good care of dormitory facilities and equipment and save water and power consumption. The university provides monthly electricity subsidies of 40 kilowatt hours for every student; if the student consumes more than 40 kilowatt hours of electricity per month, he/she shall be charged for the excessive amount of electricity usage. And without the management's consent, no furniture, facilities or equipment in the dormitories can be replaced, damaged or dismantled. Students must make proper use of public facilities in their dormitory building like conditioner, refrigerator, etc. Full compensation shall be made for any facility or equipment damage or loss, and the responsible persons must bear the cost for repair or replacement.  

Article 9 No one is permitted to pile up sundries and the like in the corridor or other public places of their dormitory building. If they do so, dormitory managerial staff shall have the right to confiscate their sundries and the like as rubbish.

Article 10 Students must consciously cooperate with the managerial staff in management, show credentials when getting into and out of the dormitory building, and return to their dormitory rooms on time in accordance with the specified timetable.

Article 11 Dwelling students who detect an accident, such as fire and fire alarm, shall timely take actions like giving an alarm and evacuating from the site. Those who run into a criminal or public security case or the like shall keep the scene intact, contact the Security Department and Dormitory Management Department immediately and provide necessary assistance.

Article 12 An infectious disease declaration system is effectuated in student dormitories. Anyone who contracts any of the infectious diseases specified in the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases shall report on his/her own initiative to managerial personnel in his/her building and his/her head teacher. Students who find a suspectable infectious disease patient in the dormitories must contact the managerial personnel timely. Infectious disease patients, pathogen carriers and suspectable infectious disease patients must follow the medical instructions and advice from the university hospital and actively cooperate for necessary medical and accommodation arrangements before they are cured or the suspicion removed.

Article 13 Students withdrawing from dwelling in their dormitories must do so in compliance with relevant disciplines and regulations. When moving out, they must take good care of the dormitory property and facilities, cooperate with personnel in checking the facilities and equipment, and make all deferred payments or pay all compensation fees before leaving.

Article 14 Students are required to return to the dormitory by 11:00 pm Monday to Friday. If there are special circumstances, they must apply to the International Exchange and Cooperation Office in advance.

Article 15 If anyone violates above regulations, the university will give a warning; if the circumstances are particularly serious, the qualifications for the scholarship of the school year will be canceled; if the offender doesn’t change, the school will order to drop out.
